IPAP and AIGC Expert Fellow Meeting 2/2026

On May 15, 2026, the AI Governance Center by ETDA, currently transitioning to the AI Governance Practice Center (AIGPC), convened the IPAP and Expert Fellow Meeting 2/2026. The session aimed to monitor the strategic progress of AI governance operations at both the national and international levels, bringing together the International Policy Advisory Panel (IPAP) and AIGC Expert Fellows.

 

The meeting was presided over by Prof. Dr. Urs Gasser (TUM, Germany), IPAP Chairman. During the session, Ms. Rojana Lamlert, AIGC Team Lead, shared a significant milestone regarding the establishment of the UNESCO Category 2 Centre (C2C). The official proposal was successfully submitted by the Thai National Commission on March 16, 2026, bolstered by 14 letters of support from prominent international organizations and UNESCO National Commissions. The application is now progressing towards preliminary assessment and feasibility studies, targeting official approval at the UNESCO General Conference in late 2027.

 

A major focal point of the meeting was the upcoming AI Governance Week 2026, scheduled from June 29 to July 3. Within this week, the AIGPC Annual Conference 2026 will take place on June 29 under the theme Connecting the Right Dots of Ethical AI & Governance. The conference will feature keynote addresses from H.E. Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, Dr. Chaichana Mitrphan, Executive Director of ETDA, and experts from AWS. Panel discussions will include global partners such as UNESCO, OECD, and the World Bank, aiming to bridge the gap between global AI governance frameworks and real-world implementation.

 

Another key agenda item of the meeting was the upcoming "AI Governance Week 2026," scheduled to take place from June 29 to July 3, 2026, under the overarching theme "Connecting the Right Dots." The five-day event series will commence on Day 1 (June 29, 2026) with the annual academic conference, "AIGPC Annual Conference 2026," under the topic "Connecting the Right Dots of Ethical AI & Governance." The conference will be honored by an opening address from H.E. Mr. Chaichanok Chidchob, Minister of Digital Economy and Society, serving as the chairman of the opening ceremony. The event will feature AI governance experts from both local and international networks of the AIGPC center, such as UNESCO, OECD, World Bank, AI Singapore, AUN Dx, NECTEC, and TB-CERT. Additionally, experts from AIGPC’s global strategic partners—including Google, Huawei, Amazon Web Services (AWS), Meta Platforms, Inc., Microsoft, and Salesforce—will participate. The primary objective of the conference is to bridge the gap between global AI governance frameworks and practical, real-world implementation.


The remaining four days of the event will offer deep dives into various dimensions to comprehensively "connect the dots" across all critical areas, as Day 2 (June 30): Connecting Dots for Global Standards & Tools – A deep dive into international assessment tools, such as UNESCO's RAM and EIA, to build ethical AI readiness for organizations. Day 3 (July 1): Connecting Dots for Executive Leadership – A specialized Master Class designed for executives and policymakers to collaboratively develop and align AI governance strategies. Day 4 (July 2): Connecting Dots for AI Safety & Technical Excellence – An operational focus on practical technical security and resilience through advanced testing activities and AI Red Teaming exercises and Day 5 (July 3): Connecting Dots for Ecosystem & Regional Hub – Fostering collaborative networks and driving a shared AI ecosystem at the regional level.


Therefore, the AI Governance Week 2026 serves as an unmissable platform for executives, policymakers, developers, and AI enthusiasts to collectively drive artificial intelligence innovation anchored in ethics and safety.

Furthermore, Prof. Dr. Urs Gasser (TUM, Germany), in his capacity as the meeting Chairman, invited the IPAP members to provide strategic feedback on 17 academic papers authored by the AIGC Expert Fellows. These papers delve deeply into four critical areas:

1.       Security: Focusing on digital sovereignty and embedded data governance.

2.       Education: Addressing inclusive design and workforce upskilling.

3.       Justice: Exploring patent reform and contextual consent within new

paradigms.

4.       Emerging Issues: Defining AI governance as a material ESG risk and

preparing for autonomous, self-operating Agentic AI.

Following the review and subsequent revisions of the manuscripts by the AIGC Expert Fellows based on the panel's recommendations, these finalized papers will be published online and officially presented at the AIGPC Annual Conference 2026.


The recommendations and deep insights gained from this high-level meeting will serve as a vital catalyst driving AIGPC’s subsequent operational phases. This collective effort strongly underscores Thailand’s commitment to ethical AI deployment and solidifies its position as a sustainable regional hub for standard-setting, cutting-edge research, and capacity-building in AI ethics and governance.
